Defines "special education administrator" as the director and assistant director of a special education program for a school district.

Requires all special education administrators employed after August 1, 2026 to hold a valid standard teaching certificate and obtain an acknowledgment of competency in special education federal and state laws, regulations, policies, and procedures within one year of hire.

Establishes two tracks for competency completion by January 1, 2026: a micro-credential track for administrators with five or fewer years of experience (requiring 70% mastery) and a standard track for those with six or more years of experience, both involving 150 clock hours of training.

Requires special education administrators to successfully complete a subject area competency examination in mild-moderate disabilities, severe-profound disabilities, or comprehensive special education.

Exempts individuals holding valid Special Education Teaching Certificates or possessing a master's degree in school administration, special education, or related field from competency and examination requirements.

Takes effect July 1, 2025, with emergency clause declared.
