Creates the Oklahoma Emergency Communications Authority, a 14-member governing board to oversee state emergency radio communications systems, with members appointed by various state officials including the Governor, Speaker of the House, and President Pro Tempore of the Senate

Establishes the Oklahoma Emergency Communications Office to manage state-owned radio systems, develop strategic plans, seek grant funding, and ensure FCC compliance for emergency communications infrastructure

Creates a Joint Executive Board for Emergency Communications combining 5 members each from the Oklahoma 9-1-1 Management Authority and the new Emergency Communications Authority to employ and oversee a shared Executive Coordinator

Requires the Department of Public Safety and Department of Transportation to transfer all radio infrastructure funding, contracts, and personnel to the new Emergency Communications Office within 2 years of the effective date

Establishes the Oklahoma Emergency Communications Authority Revolving Fund to receive state appropriations for administration of the act, with effective date of November 1, 2025
