Reduces the timeframe for mandatory vehicle seizure from 90 days to 60 days after registration expiration or failure to transfer ownership when vehicle lacks proper license plate.

Changes the late registration penalty structure: initial penalty of $1.00 per day (capped at $100.00) plus additional $100.00 penalty for each 30-day period thereafter (total capped at $300.00).

Modifies distribution of late registration penalties collected: $5.00 apportioned per Section 1104, $5.00 retained by licensed operator, and all remaining funds deposited in General Revenue Fund.

Declares an emergency effective upon passage and approval.
