• Enacts the "Regulations from the Executive in Need of Scrutiny (REINS) Act of 2025" to establish new requirements for Oklahoma administrative rule review and development.

• Requires the Legislative Office of Fiscal Transparency (LOFT) to conduct rule impact analyses for "major rules" (those with implementation and compliance costs exceeding $1,000,000 over five years) within 21 calendar days and submit reports to designated legislative committee chairs.

• Modifies the Administrative Procedures Act to define "major rules" and "nonmajor rules," require agencies to consult with Governor and cabinet secretaries before rule adoption, and mandate comprehensive rule impact statements detailing economic effects on businesses, government units, and individuals.

• Changes the deadline for submitting proposed permanent rules to the Legislature from April 1 to February 1, and requires major rules to be addressed in separate joint resolutions from nonmajor rules.

• Becomes effective July 1, 2025, with an emergency declaration allowing the act to take effect immediately upon Governor's approval.
