Changes the deadline for gubernatorial approval or disapproval of administrative rules from April 1 to February 1 in Section 308.3 of the Administrative Procedures Act.

Allows the Governor to declare rules received on or before February 1 as approved or disapproved by publishing a single declaration in "The Oklahoma Register" on or before July 17 if rules are not subject to a joint resolution passed by both houses and signed by the Governor.

Requires the Governor to provide written findings to the Legislature if a joint resolution has a technical legal defect.

Becomes effective November 1, 2025.
