Amends 61 O.S. 2021, Section 139 to prohibit school districts from using cooperative purchasing agreements for new construction projects.

Requires all funds in cooperative purchasing agreements to be applied toward chargeables or direct administrative costs, with no entity permitted to take a percentage of funds as profit.

Defines "new construction" as any building not previously constructed that has not been occupied or used, while excluding bus barns, agriculture barns, storage buildings, batting cages, and similar structures.

Requires local public procurement units using cooperative or piggybacking purchasing agreements to comply with applicable procurement regulations including The Oklahoma Central Purchasing Act and the Public Competitive Bidding Act of 1974.

Becomes effective July 1, 2025, with an emergency declaration allowing immediate effect upon passage and approval.
