Amends 68 O.S. 2021, Section 4503, relating to the Oklahoma Remote Quality Jobs Incentive Act to modify eligibility requirements for basic health benefits plans.

Requires proxy establishments to obtain proof from remote workers that they have basic health benefits plans meeting specific coverage requirements including hospital care, physician care, mental health care, substance abuse treatment, prescription drugs, and prenatal care.

Specifies that basic health benefits plans must provide coverage where no more than 50% of the premium is paid by the employee, and explicitly excludes Employee Assistance Plans (EAPs) as insufficient to meet this definition.

Remote workers must not have lived in Oklahoma in the previous 12 months and must work from locations outside Oklahoma's physical boundaries to qualify under the incentive program.

Effective date is November 1, 2025.
