• Allows property owners to waive setback requirements by signing a lease agreement with a wind energy company or by having their property line within the required setback distance.

• Gives wind energy companies four years from securing grid interconnection to begin substantial construction, or 12 months if they had contractual assurance for three or more years before the act's effective date.

• Requires the Oklahoma Corporation Commission to maintain a publicly accessible database tracking setback provision status and details for each county, including expiration dates.
