Prohibits use of eminent domain for siting or building wind turbines, solar energy facilities, battery storage facilities, hydrogen gas facilities, or other renewable energy facilities on private property.

Requires entities seeking to exercise eminent domain for electric transmission facilities rated greater than 300 kilovolts to first obtain a Certificate of Authority from the Corporation Commission.

Exempts Oklahoma retail electric suppliers and rural electric cooperatives from the Certificate of Authority requirement for extensions, rebuilds, or upgrades to electric transmission facilities.

Becomes effective November 1, 2025.
