Increases the number of special judges appointed in the Oklahoma-Canadian Counties Judicial Administrative District from one (1) to three (3), effective July 1, 2025

Maintains five (5) special judges in the Tulsa-Pawnee Counties Judicial Administrative District, effective July 1, 2024

Preserves existing special judge allocations for other judicial districts including Northwest-Panhandle, Northeastern, North-Central, East-Central, and Southeastern districts

Allows the Chief Justice of the Supreme Court to authorize additional special judges beyond statutory amounts upon application and showing of need by district judges

Takes effect July 1, 2025, with an emergency clause allowing immediate implementation upon passage and governor approval
