Amends the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund to increase apportionment amounts to $575 million for fiscal year 2021, $590 million for fiscal year 2022, and $610 million for fiscal year 2025 and thereafter.

Authorizes $20 million per fiscal year from July 1, 2025 through June 30, 2033 for construction, repair, and maintenance of weigh stations on the state highway system.

Eliminates the requirement for the State Board of Equalization to conduct annual examinations of ROADS Fund expenditures and issue findings regarding supplantation of state funding.

Maintains existing ROADS Fund uses including road and bridge construction and maintenance, federal matching funds, equipment purchases, and debt service on transportation-related obligations.

Act becomes effective July 1, 2025, with emergency provisions allowing immediate effect upon passage and approval.
