Oklahoma Capitol Improvement Authority is authorized to utilize $200,000,000 from the Legacy Capital Financing Fund for the University Hospitals Authority to construct, refurbish, or expand pediatric heart hospital facilities.

LCF Recapitalization Payments must be made according to the Legacy Capital Financing Act with a twenty-year recapitalization period beginning July 1, 2026.

Authority may distribute the authorized funds in one or more tranches at its discretion.

Authority may enter memoranda of understanding with state agencies, departments, and subdivisions to facilitate implementation, provided such agreements do not create legal obligations for the State of Oklahoma or impede Legacy Capital Financing Act administration.
