Creates the Teacher Recruitment and Retention Program, administered by Oklahoma Partnership for School Readiness under the Department of Human Services, with a sunset date of November 1, 2028.

Establishes eligibility for child care employees at licensed facilities earning up to $120,000 annually for two-parent households or $60,000 for single-parent households, provided children attend a participating child care subsidy program.

Exempts qualifying employees' household income from cost-sharing calculations and waives co-payment requirements for child care subsidy program participation.

Allows employees to participate in the program even if their income exceeds child care subsidy program requirements; requires providers to notify the Department of Human Services within 30 days when an eligible employee leaves employment.

Becomes effective November 1, 2025.
