Amends the Rate Preservation Fund to expand authorized uses beyond maintaining provider reimbursement rates to include purposes described in a new subsection B.

Authorizes the Oklahoma Health Care Authority to use Rate Preservation Fund monies to maintain reimbursement rates to providers in the event of a decrease in the state's Federal Medical Assistance Percentage rate.

Allows the Authority to temporarily transfer up to one-third (1/3) of the Rate Preservation Fund balance to other Authority funds for Medicaid cash flow needs, subject to approval by the Director of the Office of Management and Enterprise Services, provided the funds are returned by the end of the same fiscal year.

Declares an emergency, making the act effective immediately upon passage and approval.
