HB 2784 Summary

• Authorizes Oklahoma State University Medical Trust to enter into cooperative ventures for training students within American College of Surgeons Level I Trauma Centers and requires annual certification to Oklahoma Health Care Authority that trauma centers meet standards for Medicaid supplemental payments.

• Expands Oklahoma State University Medical Authority's authority to enter into agreements and cooperative ventures with other health care providers, make contracts, join organizations, and have board members serve without pay in director/officer roles for authorized ventures.

• Allows Oklahoma Health Care Authority to develop plans using waivers or Medicaid state plan amendments to preserve or increase supplemental payments to specified hospitals and providers, including those affiliated with University Hospitals Trust and Oklahoma State University Medical Trust.

• Creates the Emergency Medicine Revolving Fund in the State Treasury for Oklahoma State University Medical Trust, consisting of appropriated funds to be used for training students within Level I Trauma Centers operated by the Trust or affiliated entities.

• Effective date: September 1, 2025.
