Appropriates $3,300,000.00 from the Statewide Recovery Fund to the Oklahoma Water Resources Board for increased costs of a project funded in Section 7 of Enrolled Senate Bill No. 13 of the 2nd Extraordinary Session of the 58th Oklahoma Legislature

Appropriates $6,625,661.48 from the Statewide Recovery Fund to complete water resource projects that did not receive funds in grant programs described in Enrolled Senate Bill No. 13 of the 2nd Extraordinary Session

Creates separate Statewide Recovery Special Accounts for each appropriation that will continue as long as American Rescue Plan Act of 2021 monies are being budgeted, expended, or managed in the state

Allows the Oklahoma Water Resources Board to retain no more than 4% of appropriated funds for administration costs and requires quarterly reports to the Joint Committee on Pandemic Relief Funding with the first status update due no later than six months after the effective date

Takes effect July 1, 2025, with an emergency declaration for immediate effectiveness upon passage and approval
