Appropriates $10,000,000 from the Statewide Recovery Fund to the Office of Juvenile Affairs to cover increased costs of a project previously funded in Senate Bill No. 19, with funds to be used consistent with Joint Committee on Pandemic Relief Funding recommendations adopted May 12, 2025

Creates a Statewide Recovery Special Account for the Office of Juvenile Affairs that continues until American Rescue Plan Act of 2021 monies are fully expended, with accounts not subject to fiscal year limitations

Limits administrative cost retention to no more than 2% of appropriated funds for costs incurred by or on behalf of the Office of Juvenile Affairs

Requires quarterly reports to the Joint Committee on Pandemic Relief Funding detailing budgeting and expenditures, plus copies of all memorandums of understanding and third-party contracts

Effective July 1, 2025, with an emergency clause for immediate effect upon passage and approval
