Appropriates $5,523,000 total from the Statewide Recovery Fund to the Department of Human Services for increased costs on three existing projects: $195,000 (Section 4 of HB 2884), $328,000 (Section 7 of HB 2884), and $5,000,000 (Section 1 of HB 2884)

Creates Statewide Recovery Special Accounts in the State Treasury for each appropriation, which continue until American Rescue Plan Act of 2021 funds are no longer being managed in the state, as determined by the State Treasurer

Limits administrative cost retention to no more than 2% of appropriated funds for costs incurred by or on behalf of the Department of Human Services

Requires quarterly reports to the Joint Committee on Pandemic Relief Funding detailing budgeting, expenditure, and management of funds, plus copies of all memorandums of understanding and third-party contracts

Mandates the Department appear before the Joint Committee within 6 months of the effective date and as otherwise requested to provide implementation status updates
