Declares the Progressing Rural Economic Prosperity Fund (PREP Fund) a continuing fund not subject to fiscal year limitations, allowing unspent appropriations to carry forward.

Reappropriates a total of $169.85 million in lapsed funds from prior appropriations made in HB 1019 and HB 1016-1017 of the 2nd Extraordinary Session of the 58th Oklahoma Legislature for specified rural economic prosperity projects.

Specifies that expenditures from the fund require warrants issued by the State Treasurer and approval by the Director of the Office of Management and Enterprise Services.

Declares an emergency to make the act effective immediately upon passage and approval.
