Increases the Political Subdivisions Enforcement Fund cap from $150,000 to $450,000, requiring the State Treasurer to transfer excess monies to the General Revenue Fund annually starting January 31, 2016.

The fund receives late filing fees, settlement agreement fines, and District Court fines from violations of county, municipal, and technology center/school district campaign finance and disclosure acts.

Maintains the minimum threshold of $100,000 in the fund; if the balance falls below this amount, the Ethics Commission's Executive Director may halt enforcement by the Political Subdivisions Enforcement Division until funding exceeds $100,000.

Declares an emergency, making the act effective immediately upon passage and approval rather than following standard effective date procedures.
