Amends the Oklahoma Disaster Mitigation and Recovery Matching Fund administered by the Oklahoma Department of Commerce to modify fund allocation procedures.

Allows the Department of Commerce to deposit funds in any account or subaccount in any amount, up to the full available balance, to pay for eligible activities as needed.

Restricts each entity to accessing no more than one account per fiscal year with total expenditures from any single account not exceeding the amount of funds available as provided by law.

Prohibits use of matching fund monies for administrative expenses, salaries, or other continuing obligations of the Oklahoma Department of Commerce.

Declares an emergency effective upon passage and approval.
