Prohibits the Oklahoma Health Care Authority from using extrapolation or statistical sampling methodologies for auditing Medicaid home and community-based services claims submitted between January 27, 2020 and November 1, 2027 that could result in repayment demands exceeding the audited claim amounts.

Nullifies all previous audit demands using extrapolation or statistical sampling methods for audit periods beginning January 27, 2020 through November 1, 2025, and prevents the authority from demanding repayment or imposing penalties related to those nullified audits.

Requires the Oklahoma Health Care Authority to comply with fraud reporting requirements under Section 249 of Title 56 and work jointly with the Department of Human Services to develop audit methodology standards and training programs for providers by November 1, 2027.

Amends Section 1020 to clarify that the Department of Human Services conducts annual performance audits of community-based services while the Oklahoma Health Care Authority conducts claims audits to verify service delivery.

Declares an emergency, making the act effective immediately upon passage and approval.
