Adds "knowingly" requirement to the prohibition on receiving, possessing, or selling alcoholic beverages without proper authorization, making it necessary to prove intentional violation.

Permits self-pour service of beer or wine from automated devices if licensees monitor dispensing, require RFID devices or approved technology limiting patrons to 32 ounces of beer or 10 ounces of wine per activation, and maintain constant video monitoring with 60-day recording retention.

Requires valid government-issued photo identification showing age 21+ to obtain RFID devices, with devices becoming inactive at end of business day and requiring re-identification for reactivation.

Exempts mixed beverage and beer and wine licensees from open container prohibitions during specific circumstances: home football game days (8 a.m. to midnight) within 2,000 feet of Oklahoma State System institutions, municipally sanctioned events with advance ABLE Commission notice, or on connected property with prior municipal approval.

Becomes effective November 1, 2025.
