• Medical marijuana transporter licensees may maintain and operate multiple warehouses statewide with annual permits issued by the Oklahoma Medical Marijuana Authority, with no limit on the number of permits per transporter license.

• Transporter licensees must create and maintain inventory manifests documenting the transport and temporary storage of medical marijuana products, including origination point, destination, quantities, dates, and personnel information, with copies retained for seven (7) years.

• All medical marijuana transports must use GPS-equipped vehicles, locked containers labeled "Medical Marijuana or Derivative," and secured storage areas inaccessible to drivers, except for lawful transfers between businesses at the same physical address.

• Definition of "owner" under fingerprint background check requirements expanded to include all direct beneficial owners and any person holding convertible notes in licensed medical marijuana facilities.

• Medical marijuana flower and flower-based products (excluding drinks) must be sold in pre-packaged form in sizes from one-half (1/2) gram to three (3) ounces, with an effective date of June 1, 2025.
