Creates the Firearms Manufacturing Act of 2025 to establish that firearms, firearm parts, and firearm suppressors manufactured entirely in Oklahoma from basic materials are exempt from federal regulation under the interstate commerce clause.

Requires all firearms, firearm parts, and firearm suppressors manufactured and sold in Oklahoma to be stamped with "Made in Oklahoma."

Prohibits state and local government entities and their employees from enforcing or allowing enforcement of federal firearms regulations that impose restrictions not existing under Oklahoma law.

Denies state grant funds to any entity that violates the prohibition on enforcing conflicting federal firearms regulations, with funding denial applying to the fiscal year following a final judicial determination of violation.

Authorizes Oklahoma citizens to file complaints with the Attorney General regarding entity violations, and authorizes the Attorney General to seek writs of mandamus and recover court costs, attorney fees, and investigative expenses if complaints are determined valid.
