Defines "cultivated meat" as meat or meat products produced from cultured animal tissue created from in vitro animal cell cultures outside the animal from which cells were derived.

Prohibits any person from manufacturing, selling, holding for sale, or distributing cultivated meat products in Oklahoma, with violations constituting a misdemeanor.

Authorizes the State Department of Health to suspend or revoke food seller licenses upon conviction of an owner or employee for violating the cultivated meat prohibition.

Exempts federal, state, and local governmental entities, institutions of higher education, and their research partners with formal agreements from the prohibition for conducting research on cultivated meat production.

Becomes effective November 1, 2025.
