OK HB2838

Establishes the Oklahoma Certified Meat Processing Facility Incentive Approval Board consisting of three Governor-appointed members, two legislative committee chairs, and two legislative appointees to oversee the incentive program.

Eligible entities must be organized under U.S. state law, have majority U.S. citizen equity ownership, and source at least 50% of processing facility inputs from Oklahoma residents or resident-owned entities to receive incentive payments.

Creates the Oklahoma Certified Meat Processing Facility Incentive Revolving Fund within the State Treasury to provide incentives to qualified entities for acquiring and operating meat processing facilities for state-certified meat.

Requires the State Auditor and Inspector to audit recipient entities' books and records to enforce ownership restrictions; violations trigger repayment of all incentives as a state tax liability enforceable by the Oklahoma Tax Commission.

Takes effect July 1, 2025, with emergency declaration allowing immediate implementation upon passage and approval.
