HB 2882 Summary

• Requires insurance companies, junk dealers, and others handling total loss vehicles to return certificate of title along with a list of total loss damages to Service Oklahoma within 30 days.

• Mandates Service Oklahoma maintain lists of vehicle damages in computer files for at least 5 years and preserve vehicle identification numbers on canceled certificates.

• Requires owners applying for rebuilt titles to file an affidavit with Service Oklahoma or licensed operators stating all damage repairs have been performed with corresponding receipts.

• Authorizes Service Oklahoma to prescribe the affidavit form and promulgate rules for training employees and licensed operators on interpreting repair documentation and comparing damages to repairs.

• Becomes effective November 1, 2025.
