Exempts merchandise for resale purchased by the Oklahoma Tourism and Recreation Department from the Oklahoma Central Purchasing Act, including items sold over the Internet, in publications, or through Department retail outlets such as lodges, gift shops, golf course pro shops, restaurants, and other production materials.

Exempts materials, supplies, and services necessary for efficient and economical operation of revenue-generating Department facilities and programs, including mattresses, pillows, bed skirts, drapery, small appliances in hospitality spaces, pool equipment, and pool maintenance costs.

Defines "revenue generating" as a purchase affecting the ability to generate revenue at a Department-operated facility or program, with revenue built into the Department's budget to fund operational expenses and salaries.

Specifies that the exemption does not apply to leasing or contracting for state-owned restaurants in Oklahoma state parks.

Becomes effective November 1, 2025.
