• Establishes the "Expanding Access to Local Foods Act of 2025" to create a program administered by the Oklahoma Department of Agriculture, Food, and Forestry that purchases locally grown fruits and vegetables from small and underserved producers at market value.

• Requires the Department to donate all purchased fruits and vegetables to non-profit organizations in Oklahoma that distribute food free of charge to expand food security.

• Creates the "Expanding Access to Local Foods Program Revolving Fund" in the State Treasury to support the program, funded by appropriations, federal grants, municipal and private contributions, and interest earned on fund income.

• Authorizes the Department to establish rules and procedures to carry out the program's goals of maintaining agricultural supply chain resiliency and expanding economic opportunities for small and underserved producers.

• Takes effect November 1, 2025.
