• Enacts the Dental Therapy Act establishing a new licensed profession in Oklahoma allowing dental therapists to practice limited dentistry under dentist supervision.

• Requires dental therapists to meet education, examination, and CPR/AED certification requirements; applicants must graduate from accredited programs or meet alternative pathways, pass national and state exams.

• Limits dental therapist practice to employees of specified employers (dental practices, schools, health departments, correctional facilities, nonprofits, etc.) and requires a written collaborative management agreement with a supervising dentist.

• Restricts dental therapists to practice in dental shortage areas or settings where at least 50% of patients are medical assistance/uninsured patients, veterans, tribal members, or other underserved populations; allows increased independence after 2,000 hours of supervised practice.

• Specifies detailed scope of practice including evaluations, prophylaxis, restorations, extractions, local anesthesia, and other procedures; establishes patient record preservation requirements and becomes effective November 1, 2025.
