Creates a new section of Oklahoma Statutes (Title 59, Section 397) that modifies Oklahoma Administrative Code Section 235:10-11-1 regarding funeral establishment vendor payment rules.

Requires that penalties for vendor payments may only be imposed after a formal court judgment.

Restricts penalties to funeral establishments only and prohibits penalties from being imposed against the Funeral Director in Charge.

Requires all funeral establishments to comply with federal bankruptcy laws and ensures cash advance payments meet consumer fund receipt requirements.

Becomes effective November 1, 2025.
