Affirms citizens' freedom to express deeply held religious beliefs and freedom of speech without punishment or retribution, consistent with the U.S. and Oklahoma Constitutions.

Clarifies the resolution does not establish any religion or infringe upon individual rights, but celebrates voluntary expression of belief that has shaped communities across Oklahoma.

Directs distribution of resolution copies to the Governor of Oklahoma and the President Pro Tempore of the Oklahoma State Senate, and makes copies available to the public.
