Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters that would modify Section 3 of Article V of the Oklahoma Constitution.

Removes the Governor's authority to set special election dates for measures referred to the people, limiting special elections to those ordered by the Legislature for the express purpose of making such reference.

Establishes ballot title stating the measure amends Section 3 of Article 5 to eliminate the Governor's ability to set special election dates for statewide referred measures.

Requires the Chief Clerk of the House of Representatives to file one copy of the resolution and ballot title with the Secretary of State and one copy with the Attorney General immediately after passage.
