Directs the Oklahoma Secretary of State to refer a proposed constitutional amendment to voters for approval or rejection.

Amends Section 4 of Article XIII of the Oklahoma Constitution to limit compulsory school attendance to children who are state resident United States citizens or otherwise legally approved by the Oklahoma Legislature through enacted state law, ages 8-16, for at least three months per year.

Changes current constitutional requirement that applies to all children to one that applies only to children who are U.S. citizens or otherwise legally approved by state law.

Establishes the ballot title describing the measure as changing the school attendance requirement from all children to only those who are United States citizens or required by another law.

Requires the House Chief Clerk to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
