Raises the voter approval threshold for all amendments to the Oklahoma Constitution from a simple majority to 60% of votes cast

Applies the 60% supermajority requirement to constitutional amendments proposed through citizen initiative petitions

Applies the same 60% supermajority requirement to constitutional amendments referred to voters by the Legislature

Directs the Secretary of State to place the proposed constitutional amendment on the ballot for voter approval or rejection

Prohibits the Legislature from modifying the vote threshold requirements established in this section
