Directs the Secretary of State to refer a proposed constitutional amendment to Section 4 of Article VII-B to Oklahoma voters for approval or rejection.

Replaces the Judicial Nominating Commission process with direct gubernatorial appointment of judges and justices to fill court vacancies.

Requires the Governor to appoint a qualified person within 60 days of a vacancy, or the Chief Justice of the Oklahoma Supreme Court shall make the appointment if the Governor fails to act.

Mandates all judicial appointments be subject to confirmation by a majority vote of the Oklahoma State Senate.

Allows appointees to serve immediately when appointed during legislative recess until the Legislature convenes in regular or extraordinary session where a confirmation vote is authorized.
