Proposes a constitutional amendment (Article X, Section 44) to create the Oklahoma Veterans Lottery Trust Fund, funded by proceeds from an Oklahoma Veterans Lottery game

Restricts fund expenditures to four purposes: grants to congressionally-chartered veterans service organizations, emergency grants to individual veterans or their families, indigent veteran funeral funding, and veteran outreach programs with over 50% veteran attendance

Establishes a nine-member Board of Governors to administer the fund, with representatives from six veterans organizations (Disabled American Veterans, American Legion, Veterans of Foreign Wars, Paralyzed Veterans of America, Vietnam Veterans of America, Military Order of the Purple Heart), the Oklahoma Department of Veterans Affairs, and two members appointed by the Oklahoma Veterans Council

Prohibits the Legislature from using trust fund monies to supplant or replace existing state funding for military members, veterans, or their families

Requires the State Board of Equalization to annually investigate whether funds were used to supplant other veteran funding; if supplanting is found, the Legislature cannot make any appropriations until the supplanted amount is replenished to the trust fund
