• Directs Secretary of State to refer proposed constitutional amendment to Section 3 of Article VII-B to Oklahoma voters for approval or rejection.

• Updates references to congressional districts for Judicial Nominating Commission appointments to use current districts instead of 1967 districts.

• Removes restrictions prohibiting non-lawyer members from having family members who are licensed attorneys and eliminates requirements that certain commission members cannot be licensed attorneys.
