Formally recognizes February as Black History Month by the Oklahoma House of Representatives.

Acknowledges that the United States Congress designated February as National Black History Month through Public Law 99-244 in 1986 to honor Black American achievements and contributions.

Recognizes the contributions of African Americans to Oklahoma and United States history, including advancements in civil rights, business, education, innovation, and leadership.

Notes that Black History Month commemorates the birthdays of Frederick Douglass and Abraham Lincoln, both significant figures in the abolition of slavery.
