Prohibits state agencies from granting or supporting diversity, equity, and inclusion positions, departments, activities, or programs that grant preferential treatment based on race, color, sex, ethnicity, or national origin.

Bars state agencies from requiring employees or applicants to participate in training, provide diversity statements, take loyalty oaths favoring certain groups, or certify agreement with specific political or ideological viewpoints.

Designates the Office of the Attorney General to enforce the law and report violations to the Governor, legislative leadership, and appropriations committee chairs.

Imposes a 1% appropriation reduction for the following fiscal year on agencies that receive legislative appropriations upon finding of a violation; agencies without regular legislative appropriations must deposit 1% of funds into the General Revenue Fund.

Becomes effective November 1, 2025.
