Amends 82 O.S. 2021, Section 896.5 to designate eight waterways as scenic rivers in Oklahoma, including Flint Creek, Illinois River, Barren Fork Creek, Upper Mountain Fork River, Big Lee Creek, Little Lee Creek, Glover River, and Kiamichi River.

Designates the Illinois River in Adair, Delaware, and Cherokee Counties above its confluence with the Barren Fork Creek as a scenic river.

Designates the Barren Fork Creek in Adair and Cherokee Counties from U.S. Highway 59 West to its confluence with the Illinois River as a scenic river.

Designates the Upper Mountain Fork River above the 600-foot elevation level of Broken Bow Reservoir in McCurtain and Le Flore Counties and Big Lee Creek in Sequoyah County above the 420-foot MSL elevation as scenic rivers.

Establishes the act to take effect July 1, 2025, with an emergency declaration allowing it to take effect immediately upon passage and approval.
