Updates military installation compliance requirements to clarify FAA Form 7460-1 procedures and requires active Determination of No Hazard documentation and Department of Defense impact resolution before construction.

Establishes administrative penalties up to $1,500 per day per violation for facility owners who fail to submit required FAA determinations and DoD documentation prior to construction start.

Becomes effective July 1, 2025, with emergency provisions allowing immediate effect upon passage and approval.
