Amends 75 O.S. Section 308 to require that proposed permanent rules be deemed finally adopted only if approved by the Legislature through joint resolution that becomes law, approved through a disapproval joint resolution that is vetoed and not overridden, or approved by the Legislature pursuant to Section 308.3.

Establishes submission deadlines for proposed permanent rules: rules must be submitted on or before April 1 for the Legislature to review by the last day of the regular session, or on or before February 1 of each subsequent year; rules submitted after the deadline have until the last day of the next year's regular session for legislative action.

Provides that any rules not acted upon by joint resolution adoption shall be deemed disapproved, and agencies cannot resubmit identical disapproved rules except during the first 60 calendar days of the next regular legislative session.

Allows agencies to withdraw proposed rules from legislative review prior to final adoption with notice to the Governor, Speaker, President Pro Tempore, and Secretary of State.

Repeals 75 O.S. Section 308.3 relating to rule adoption and declares an emergency, making the act effective upon passage and approval.
