Removes the expedited rule repeal exception from the Administrative Procedures Act, requiring all rule repeals to follow standard rulemaking procedures.

Requires agencies to obtain express written approval from the Governor or appropriate cabinet secretary within 30 days of providing notice before proceeding with any proposed rule, amendment, or revocation.

Adds three new requirements to rule impact statements: analysis of alternatives to adopting the rule, estimates of state employee time and resources needed to develop the rule, and a summary comparing the proposed rule to existing or proposed federal regulations.

Maintains existing rule impact statement requirements including economic impact analysis, effects on small businesses, public health and safety considerations, and measures to minimize compliance costs.

Becomes effective July 1, 2025, with an emergency declaration allowing immediate effect upon passage and approval.
