• Establishes requirements for petition "gist" statements that must explain proposed measures in basic language, avoid jargon and code words, remain neutral, and disclose fiscal impacts on the state.

• Requires persons circulating petitions to be registered Oklahoma voters and display conspicuous notices indicating whether they are being paid and by whom; prohibits compensation based on number of signatures collected.

• Prohibits out-of-state persons or entities from compensating petition circulators and requires weekly expenditure reports to be published on the Secretary of State's website.

• Limits signatures collected from a single county to 11.5% of votes cast in that county for Governor (for statutory measures) or 20.8% (for constitutional amendments).

• Establishes signature removal procedures, requires electors' signatures to attest they read the petition gist, and makes the act applicable to petitions not yet set for circulation as of the effective date.
