Secretary of State shall conduct electronic national criminal history record checks on all notary public applicants and renewals, with OSBI obtaining fingerprints and charging a search fee not to exceed $50.00 or the actual cost, whichever is less.

Felony conviction is grounds for removal from notary office and bars further application or renewal of notary commissions.

New notary commission application fee increases from $25.00 to $50.00, renewal fee increases from $20.00 to $45.00, and same-day filing service fee increases from $25.00 to $50.00.

Notary bond requirement increases from $1,000.00 to $10,000.00, and filing fee for bond submission increases from $10.00 to $25.00.

Act becomes effective January 1, 2026.
