Creates the "340B Drug Pricing Nondiscrimination Act" prohibiting health insurers, pharmacy benefits managers (PBMs), and third-party payors from reimbursing 340B entities at lower rates than non-340B entities or imposing discriminatory fees, charges, or conditions based on 340B program participation

Prohibits manufacturers and distributors from denying, limiting, or conditioning 340B drug pricing for contract pharmacy arrangements or refusing to provide drugs based on a pharmacy's relationship with a 340B entity

Bars PBMs from requiring 340B billing modifiers, excluding 340B providers from networks, modifying patient copayments based on 340B status, or basing formulary decisions on whether a pharmacy participates in 340B drug pricing

Establishes civil fines of $100 to $10,000 per violation for manufacturers, distributors, insurers, PBMs, or third-party payors who violate the act, with the Attorney General authorized to promulgate rules and make enforcement recommendations to the Insurance Commissioner

Claims processed by PBMs for 340B entities or providers participating in 340B drug pricing are deemed final at the point of adjudication, effective November 1, 2025
