Amends 37A O.S. 2021, Section 2-146 to specify that the Alcoholic Beverage Laws Enforcement (ABLE) Commission manages grounds for denying or refusing to renew alcoholic beverage licenses.

Allows beer distributor and wine and spirits wholesaler licensees under common ownership to obtain wine and spirits wholesaler licenses without being limited by business entity type restrictions.

Clarifies that the restriction on business entity types does not apply to retail spirits licenses, which remain subject to strict liability requirements for direct consumer sales and public safety.

Permits beer distributor licenses to be issued to corporations, partnerships, or limited liability companies without restriction.
