Requires health insurers to cover ambulance services that treat patients in place or transport them to alternative destinations (urgent care centers, Federally Qualified Health Centers, physician offices, behavioral health facilities) instead of hospitals, effective January 1, 2026

Mandates coverage for ambulance encounters that result in no transport of the patient, when initiated by a 9-1-1 call documented in ambulance service records

Sets minimum reimbursement rate for alternative destination transports at the same rate as advanced life support with mileage to the scene

Excludes dialysis centers, hospitals, private residences, and skilled nursing facilities from the definition of "alternative destination"

Coverage remains subject to standard health plan deductibles, copayments, and other plan provisions
